Foundation underpinning in Flagstaff is the repair you do when the ground has already lost the argument. Instead of trying to improve soil that is compressing or washing out, we install steel piers that go past it and land on material that will actually hold the house — which around here usually means basalt.
It is the most involved foundation repair there is, and it is also the one that ends the problem permanently when it is done right. We would rather talk you out of it if you do not need it. The common thread is differential movement. A house that has settled uniformly by an inch is usually fine. A house where one corner has dropped an inch and the rest has not is the one that tears itself apart, because every connection in the structure is being asked to accommodate a difference it was never designed for.

Flagstaff sits in the San Francisco Volcanic Field. Sunset Crater erupted roughly a thousand years ago, which is yesterday geologically, and the whole area is layered with basalt flows, cinder deposits, and volcanic ash. There are also mapped faults running through town, visible as displacement below Cherry Hill and in Switzer Canyon.
What that means for a footing is that bearing conditions change fast over short distances. The City of Flagstaff's own building code amendments reflect this: for infill lots in subdivisions established before 1996, a designer may presume 1,500 pounds per square foot of allowable bearing, but for all new residential subdivisions a geotechnical soils report with foundation recommendations is required. The code is telling you plainly that around here you do not assume what is under the ground. You go find out.
Cinder
Lightweight, porous, and compressible. It carries load until enough time or enough water passes through it, then it does not. Water moving through cinder physically relocates it, which is how voids open under footings.
Weathered clay
Basalt breaks down into clay, and clay swells and shrinks with moisture. In a climate that goes from four feet of accumulated snow melting in March to bone dry in June to monsoon downpours in August, that clay gets exercised hard every year.

This is the good news. There is competent rock down there. In many Flagstaff lots it is reachable at a depth that makes piering practical, and once a pier tip is bearing on basalt the settling conversation is over.

How the job runs, start to finish
1. Assessment and elevation survey
We take readings across the whole floor plan, document crack patterns with measurements and photographs, and walk the drainage. This is free.
2. Engineering
For a job of this size, a structural engineer specifies pier locations, spacing, and required capacity. This protects you. It also produces documentation you will want when you sell.
3. Permits
Inside city limits, the City of Flagstaff. In unincorporated areas — Doney Park, Fort Valley, Kachina Village, Mountainaire, Munds Park, Bellemont — Coconino County. Anyone who suggests doing structural work without a permit is telling you something important about how they operate.
4. Excavation
We dig at each pier location down to the base of the existing footing. On our rocky ground this is genuinely hard work and it is why the crew earns their money.
5. Bracket and drive
A steel bracket is fitted under the footing. Pier sections are driven or screwed down section by section until we hit competent material and the pressure or torque confirms capacity.
6. Load transfer, and lift if appropriate
The house weight is transferred onto the piers. If a lift is planned, we do it slowly and in coordinated stages across multiple piers at once, watching the structure the entire time. We stop if the house tells us to stop.
7. Inspection and backfill
Inspector signs off, holes get backfilled and compacted, site gets cleaned up. You get the documentation package.
What it costs
Underpinning is priced per pier, and the total depends on how many piers the engineer specifies and how deep they have to go. That is why the honest answer to "what does underpinning cost" is a range with a written price after we look, not a number over the phone. Depth is the biggest variable and it is the one nobody can promise in advance on Flagstaff ground. What we can promise is that the price is written down before we start and it does not change unless you approve a change.
Things that push cost up: hillside lots, tight side yards that machinery cannot reach, deep cinder, and finished basements or hardscape that has to be opened up. Things that keep it down: catching the movement early, when six piers will do what twelve would have done in three more years.
What happens if you wait
Differential settlement accelerates. Once a corner starts moving, the load it used to carry redistributes onto neighboring footing, which increases pressure there, which starts that section moving too. The repair grows from a handful of piers to a whole side of the house. Meanwhile the structure above absorbs the difference: framing racks, drywall cracks reopen after every patch, tile fails, windows crack, and eventually plumbing lines that pass through the foundation get stressed and start leaking, which introduces more water into the exact soil that is already failing.
Arizona regulation, in plain English
Arizona does not license "foundation repair" as a category. It licenses trades. Concrete work falls under the concrete classification, and pier and foundation installation falls under a piers-and-foundations classification. Any residential contractor working on your home should hold the appropriate one, and you can verify it in about ninety seconds at roc.az.gov, including whether they have complaints on file.
Three things worth knowing before you sign a contract for structural work anywhere in Arizona:
- The Recovery Fund. The state maintains a Residential Contractors' Recovery Fund that can pay a homeowner up to $30,000 per residence, with a $200,000 cap across any single contractor's license, when a licensed residential contractor's defective work is not made right. It only applies to your primary residence, and it only applies if the contractor was licensed. Hire unlicensed and you have no claim.
- The two-year window. You generally have two years from the last date of work to file a complaint with the Registrar of Contractors. Do not sit on a problem hoping it settles down.
- Bonds. Residential contractors in Arizona post a license bond, and separately either pay into the Recovery Fund or post a much larger second bond. These are consumer protections that exist specifically because foundation and structural work is expensive and hard for a homeowner to evaluate.

What does underpinning actually mean?
It means transferring the weight of your house off the soil that is failing and onto something that will hold. In practice that is steel piers driven or screwed down through the loose material until they hit competent bearing, with brackets attaching them to your existing footing.
Push piers or helical piers — which do I need?
Push piers use the weight of your house to drive the pier down, so they work best under heavier structures and where there is solid material to push against. Helical piers screw in and generate their own capacity from the helix plates, so they work where you need capacity without much structural weight overhead, such as a light addition, a porch, or a deck. On Flagstaff's mixed cinder and basalt we use both, and which one depends on what the soil profile turns out to be.
How deep do the piers go here?
It varies enormously inside a single neighborhood, because the cinder layer is uneven. We have gone as shallow as six or eight feet to reach basalt and much deeper where cinder runs thick. Nobody can tell you the depth before the first pier goes in, which is why an honest quote prices the depth range rather than pretending to know.
Will underpinning lift my house back to level?
Sometimes fully, sometimes partly. Once the piers are in and loaded, we can attempt a lift. How much comes back depends on how long it has been settled, how brittle the finishes are, and whether lifting would crack more than it fixes. Stabilization — stopping further movement — is the guaranteed outcome. Recovery of elevation is a bonus we pursue carefully.
Is my yard going to be destroyed?
There will be excavation at each pier location along the outside of the footing, roughly a few feet square and down to the footing base. It is disruptive but localized, and it gets backfilled. Landscaping in the work zone will not survive. We tell you exactly where the holes go before we dig.
How long does it take?
Most residential underpinning jobs run two to five days depending on pier count and depth. Hard access, hillside sites, and deep bearing add time.
Does underpinning devalue my house when I sell?
The opposite, when it is done properly and documented. An unrepaired settling foundation is what kills a sale. A documented pier installation with an engineer's sign-off is a repaired, stabilized house. Keep every piece of paperwork.
Do I need an engineer?
For anything structural, we strongly recommend it, and depending on scope the City of Flagstaff or Coconino County may require stamped drawings for the permit. An independent structural engineer works for you, not for the repair company, and that is worth the fee.
