The limestone situation

Soil depth over limestone is often shallow and irregular. Caliche is common through the Verde Valley — a cemented calcium carbonate layer usually found between six and twelve inches deep. It is nearly impermeable. Water that soaks into the top few inches of soil hits the caliche layer and stops going down, so it spreads laterally instead. If your foundation sits downhill of an area that collects water, caliche is a mechanism for delivering it to you at shallow depth.
It also means that drainage improvements here need to be designed with the caliche layer in mind. A dry well that terminates above caliche does not drain.

Wet Beaver Creek runs through this area, and the monsoon season between July and September delivers intense, short-duration storms. In limestone country with caliche at shallow depth and hard-baked surface soils after a dry spring, that rainfall does not infiltrate — it runs. Properties near the drainage take flow, and properties well away from it still see surface water finding the low points.
